Focus Groups for Second Neighbourhood Plan

Please join us at our focus groups to discuss various aspects of the Neighbourhood Plan. These will take place in the Council Chamber at Windhill and all those living or working in Bishop's Stortford are welcome to attend.

Summerfest 2015

Deadline for Summerfest deatils 8th April 2015

Are you holding an event this year?  
Would you like us to promote this for you in our Summerfest programme? 

This is an annual publication by Bishop’s Stortford Town Council listing arts, food, river and sporting events.  The activities must be open to the public, within the CM23 postcode, and taking place between 1st May  and 31st October.

You are invited at this stage to let us know of anything you feel fits within this criteria that you are planning for the Summer.   Even if you have not yet finalised the details, it would be good to let us know the date, so we can ensure you have a free listing promoting the event when the time comes.  Details required by 8th April 2015.

This is a fantastic opportunity to promote your event Free of Charge via the Town Council web site, social media pages and also the leaflets that will be available for the residents of the town.

Town Council to run market

Bishop’s Stortford Town Council is delighted to confirm that it has been successful in its bid to take over the running of Bishop’s Stortford market.

The Town Council had become concerned in recent years that the Market, which runs on Thursdays and Saturdays, needed a more pro-active approach to revitalise it and has been lobbying the District Council, who currently run it, for several years.  East Herts Council declined to transfer the day to day operation to BSTC on a voluntary basis so the Town Council decided to deploy a new power, the ‘community right to challenge’, which was introduced in the 2011 localism act, to force the District Council to put the operation out to tender.  The formal challenge was made as long ago as mid-2013; the tender document was finally issued in by East Herts District Council in August 2014 and the Town Council was notified that it had been selected in December 2014.  The date at which the transfer will take place is still to be agreed, but is likely to be before 1st April.  The contract duration is four years.  Since the sole objective for bidding was to improve the quality of the market, the Town Council would have been content had another organisation submitted a superior bid, but is delighted that its bid was judged the best.

Under the new contract the Council will introduce a regular events programme and additional advertising to raise the profile of the market and make it more attractive to shoppers.  It will also start a monthly producers/farmers market to bring local produce and other products into the town, launch measures to encourage and support new traders and engage proactively with traders, the shoppers and other retail outlets in the town to agree further measures to stimulate vitality.  Promotional shopping bags will be offered for an introductory period and shoppers are advised to watch out for the ‘Market Fairy’!  The new programme will be progressively introduced after an initial period during which the Council will be assessing the operation as it currently exists.

Cllr Tim Page, chairman of the Town Council’s Localism and Strategy Committee which initiated the challenge says ‘This is great news for Stortford and I am sure we can make a difference with our ideas and by bringing local control to the market.  I am looking forward to the start of a new phase in the market development’. 

Cllr Gary Jones, Leader of the Council, was equally pleased.  ‘This is a good-news story all round and we are delighted our bid was successful.  We are nevertheless very conscious that the hard work starts now.  Ultimately the success of the market is dependent on its customers, and the Town Council encourages the people of the Town and of surrounding communities to support the traders by shopping in the Town Centre on a regular basis.’

Focus Group on Green Infrastructure

The Neighbourhood Plan team is holding a Focus Group at the BSTC Chamber in Windhill to discuss Green Infrastructure on Thursday, 27th November at 7.30pm. If you are interested in the conservation of our parks, gardens, natural green spaces or wildlife, please come and join us!

Market Square Toilets

BSTC are inviting tenders for the redevelopment of the Market Square Toilets.  

Bishop’s Stortford Town Council has decided to redesign and improve the existing toilets at Market Square, Bishop’s Stortford, CM23 2UU. Full Planning Permission has been granted and budget assigned. Part of the new design is to create a roof terrace above for use by the adjacent Rosey Lea’s café, at 12 Market Square CM23 3UU.  We are looking for a turnkey solution based on the drawings and specifications provided. Ideally we would like the work completed by 1st April 2015 however we appreciate that this may not be feasible and we are prepared to accept a later date so long as a firm commitment can be given when the contract is awarded.

The alterations proposed to the existing public conveniences should enhance the character and appearance of the Conservation Area and the setting of the nearby Listed Buildings. You will find drawings and materials specification in the documents below.  If you have any questions please submit them in writing and please note that questions and answers will be shared with anyone who has expressed an interest, either by asking a question or by another means.

Should you wish to quote for this piece of work, please provide no later than 31st December 2014

2.An indication of timescales to complete the work based on contract award by 31st January 2015

3.A copy of your Health and Safety policy and organisational arrangements, as required under the Health and Safety at Work Act 1974. If you employ four (4) or less people a policy statement will suffice.

Please note that responses may be published after the contract has been awarded and will anyway be open to public inspection under Freedom of Information.  If there are any parts of your response which you consider confidential after the contract has been awarded please indicate this in your response.

Bishop's Stortford Paddling Pool

Work has started on the new Town Paddling Pool.

 

Bishop’s Stortford Town Council is delighted to announce that work has started on the long awaited Paddling Pool refurbishment.  Although plans were drawn up and a design agreed earlier in the year, it was decided to wait until now to commence work in order that the summer season was not cut short and full use could be made of the area whilst the weather was good.

Work has already started off site at premises of Ustigate Ltd, the contractors who will be carrying out the work on behalf of the Town Council. A steel plant room, which will house all the mechanics and a fully accessible Public Toilet, has been built and is waiting to be installed once the necessary clearance has taken place. BSTC has taken advice and worked closely with East Herts Council during the planning stages of this project to ensure no unnecessary disturbance to the area will be caused.

Work is due to be completed by the end of the year, when you will see new surfaces, play areas and fun features to include wa­ter jets and gushers, and an area of water deep enough to provide the much loved paddling pool facility.

In the winter months the area will be illuminated and a decorative fountain will run throughout the day and into the evening, making this an attractive area for residents and visitors .

The new design also lends itself to be used as a performance area when the quick drain function can be employed.
