3/08/1796/AD/MP Free standing hoarding advertising development of 2 houses (retrospective) Land adjacent 1 Hallingbury Road Applicant: Intercounty Reason: The hoarding blocked the sight lines for egress from the junction and was considered a distraction for motorists. Members noted that the hoarding was currently situated on highway land and as such its siting would require permission from the Highway Authority. 3/08/1822/LC/FH Demolition of existing marble works J Day and Son, Bridge Works, Station Road Applicant: Bridge Works Reason: Loss of an industrial unit and employment.

3/08/1823/FP/EH Demolition of existing retail & commercial premises, construction of 103 bed hotel with retail use to ground floor. Inc ancillary works and car parking. 71-77 South Street Applicant: Domland Ltd Reason: i Loss of a thriving industrial area ii The location was considered inappropriate for a hotel iii The ingress and egress onto an already extremely congested road was considered totally unsuitable iv Over development of the site v The height of the development would result in a canyon effect on both South Street and the River.

3/08/1856/FP/LD Conversion of existing garage to residential annex and single storey link between garage and existing house 68 Marguerite Way Applicant: Mr and Mrs Gresswell Reason: Contrary to the Town Council Policy BSP002. The garage should be used for the housing of private vehicles and not as additional accommodation or for any commercial activities. This would ensure the continued provision of off street parking facilities in the interest of highway safety and to safeguard the amenities of adjoining occupiers in accordance with Policy ENV9 and appendix iv of the East Herts Local Plan 2nd review.

3/08/1858/FP/FM Placing of table and chairs for restaurant use on open public space Lussmanns, Jacksons Wharf, Adderley Road Applicant: Lussmanns Ltd Reason: Loss of a public open space and thoroughfare. iii) No comments were made on the following application:-

3/08/1742/FP/CD New shop front in hardwood timber 42 North Street Applicant: Spirit The plans were incomplete, with no plan of the proposed design included.

383. PLANNING DECISIONS

Members had been circulated with a copy of an email from Kevin Steptoe, Head of Planning and Building Control, East Herts Council in which he stated that the Town Council could contact the District Council to receive a full officer report when in receipt of a decision notice which was contrary to a Town Council’s decision.

RESOLVED: that the attached list of decisions issued by East Herts Council along with the contents of the email be noted.

386. PROPOSED RAISED FLAT TOPPED TABLE OUTSIDE THE HAVERS PARADE SHOPPING AREA AND PROPOSED RAISED FLAT TOPPED TABLE OUTSIDE THE ARCHERS PUBLIC HOUSE ROAD HUMP

Members had been circulated with a letter from Hertfordshire Highways concerning the above proposed traffic calming alterations on Cemetery Road. Members considered that the flat top table outside the Archers Public House should be moved closer to the junction with Waytemore Road to increase visibility for both pedestrians and motorists.

RESOLVED: that the comments be forwarded to Hertfordshire Highways.
